I think this is the "lawful intercept" laws that says that the US Govt can
listen to telecommunications and phone networks.  Obviously the Chinese
(and probably other foreign adversaries or even friendlys) would spend a
lot of resources to target this.  The Chinese have succeeded.  The "good"
(or "even worse") side of this is that it means it's hackable and that
ordinary US citizens could get into it.  Whether or not anyone else has
done it yet is unknown, but really it's only a matter of time.
SO.  Don't send credit card or password info to friends or family via text
msg unless you obscure it.  If I'm sending a long random character password
from my computer to my phone I'll swap the first half and second half of
the string and stick a known substring in the middle.  Yes I could manually
enter it but since I use KeePass most of my passwords are like 67 random
chars that are really hard to replicate manually.  NOTE: the length of the
password is a prime number intentionally.

Example, if I'm texting my google password "abc123xyz!@#" from my laptop to
my phone I'll change it to "xyz!@#fredabc123".  On the phone reverse the
process and save it in KeePassDroid.
